What is a SABER Certificate and How Do I Obtain One? — full guide

If you’re looking to import or sell products in Saudi Arabia, one of the first steps you’ll encounter is the SABER Certification. Established by the Saudi Standards, Metrology and Quality Organization (SASO), the SABER platform is a mandatory online system that ensures all imported and locally manufactured products comply with Saudi technical regulations and standards.


But navigating the SABER system isn’t always straightforward—especially for international manufacturers and exporters.

What Is SABER Certification?


SABER Certification is part of Saudi Arabia’s Product Safety Program (SALEEM), designed to regulate and monitor products before they enter the Saudi market. All products—whether consumer goods, industrial equipment, or electrical devices—must be registered on the SABER platform before they are cleared by customs.

What Is the SABER Certification Process?


The certification process involves two key stages:


Stage 1: SABER Product Certification of Conformity (PCoC) 

If the product is 'regulated' (assigned under a specific 'technical regulation' in SABER), then a SABER PCoC is required. You must apply for this certification to confirm that your product complies with the relevant technical regulations and standards set by SASO. This is valid for 1 year and allows you to add the product to SABER Shipment Certificate of Conformity (SCoC) requests for this period of time. It should also be noted that even non-regulated products (not assigned under specific technical regulations in SABER) still require addition and registration through the SABER system in order to add them to a SABER SCoC request.


Stage 2: SABER Shipment Certificate of Conformity (SCoC): 

This is required for each shipment, this certificate verifies that the shipped goods match the previously approved products. It is issued per-shipment and is based upon your shipping invoice.


How Do You Apply for a SABER Product Certificate of Conformity (PCoC)?

 

  1. The importer must firstly have opened an account on the SABER platform here.
  2. Once logged in, the product details can be added to the SABER account.
  3. The user will then be able to raise a SABER PCoC request from within their SABER account and choose their preferred SASO Certification Body (SASO CB) from a list that have SASO-approval for the specific SABER technical regulation the HS code falls under.
  4. The SASO CB will then receive the SABER request and the user will need to pay a SASO fee through the SADAD payment system.
  5. The SASO CB will then review the request and will make contact to request the required documents in order to certify the product.
  6. Once the SASO CB is satisfied that all the requirements have been met and the product is compliant with SABER requirements, the SABER PCoC will be issued.


Which Documents Will the CB Request?


Generally speaking, a SASO CB will require the following:


  • Test Report for the product according the relevant standards, issued by an third-party ISO-17025 accredited Laboratory within the last 3 years.
  • Technical documents such as brochures, specification sheets, user manuals, bill of materials etc.
  • Photos showing the full product and the product markings.
  • QMS/EMS certification of the manufacturer (such as ISO 9001/ISO 14001)
  • Declaration of conformity with SASO requirements from both the manufacturer and the importer.


In some cases, the CB might also be obliged to carry perform a factory audit on the manufacturer as part of the certification process.


How Long Does It Take to Get a SABER Product Certificate of Conformity (PCoC)?


It really can vary based upon which SASO CB you use and what kind of relationship you have with them.


Generally speaking, a SABER PcoC Certificate should be issued within 24-48 hours of the SASO CB receiving the request (as long as all of the required documents are available) - but it can be longer if the CB has a high workload.


What Happens Next?


Once the SABER PCoC is issued and you have a shipment planned that contains the certified product, you will need to apply for a SABER Shipment Certificate of Conformity (SCoC).


How Do You Apply for a SABER Shipment Certificate of Conformity (SCoC)?


  1. A SABER SCoC request is raised from within the importer's SABER account and details of the shipping invoice are entered (invoice number, date, product quantities, values etc.) and the included products are selected and added to the request. a copy of the invoice is also uploaded.
  2. The request is then sent to the SASO CB that issued with SABER PCoC for them to check the details and either approve or request alterations.
  3. Once approved, the user will need to pay a SASO fee through the SADAD payment system.
  4. The SABER SCoC will then be finalised and made available to the importer in order for them to clear the shipment at customs.
